Procedures for collection, cataloguing and collection of cultural relics of Fengxian District Museum (Interim)

Article 1 Cultural relics collection Plan

1. Drafting: The responsible departments will collect the collection, and the Department of Conservation will draft long-term, medium-term and near-term plans for the collection of cultural relics of the whole museum according to the guiding ideology of collection of cultural relics (ideas and contents of collection of cultural relics, measures and general scope of collection of cultural relics, and lists of key cultural relics collection, etc.).

2. Review: Review and modification by internal and external professional experts.

3. Notification: The collection notification shall be discussed by the relevant business departments of the museum, and the collection budget shall be confirmed by the financial department of the museum, and the leading team of the museum shall be integrated by the custody department.

4. Approval: Signed and approved by the museum administration-curator, and filed by the museum office or reported to the museum for filing in accordance with the relevant system.

5. Execution: It shall be carried out by leaders of the museum and the collection and preservation Department together with relevant departments and personnel.

Article 2 Steps for collecting cultural relics

1. Information collection: Extensive collection of cultural relics collection information, including information provided by other departments in the museum.

2. Processing information: Analyze and compare the exchange of repository information with relevant personnel such as the custodian of cultural relics, to make the decision and reply the information.

3. Implementation of collection: go through the collection procedures in accordance with relevant procedures. When collecting cultural relics, the responsible person shall fill in the original file of the cultural relic, including the original name or preliminary name, and record the historical facts and the preservation process of the cultural relic, as well as preliminary opinions on the significance of the cultural relic collection. The original data such as the number of cultural relics are complete and clear, see the attached table "Shanghai Fengxian District Museum Collection, Identification of original information Record Registration Form". This is the first checkpoint for the inspection of cultural relics.

4. Temporary storage and photography of cultural relics: After the cultural relics arrive at the museum, they will be temporarily stored according to the location and method agreed with the relevant departments, managed and protected by special personnel, and photographed and catalogued within the specified time. 5. Form of collection: separate collection and countersigned collection.

Separate collection: the collection of general cultural relics according to the collection plan, independent collection of cultural relics.

Countersignature collection: major or relatively major, bulk cultural relics collection, donation to perform countersignature procedures.

The procedures are as follows: the person in charge of the collection work will make a special list of the collected cultural relics collection or donation clues (including name, source, preliminary offer or valuation, etc.) and submit it to the museum or external expert appraisal team. After the preliminary review and signature by the museum or external expert appraisal team (oral confirmation in case of special circumstances), the collection department will implement the collection procedures.

Article 3 Identification and cataloguing of cultural relics

The cataloguing of cultural relics (including documents listed in cultural relics) shall be carried out by a designated person appointed by the museum or external expert appraisal team, and then approved by the team, with collective responsibility and open information.

1. Inventory and initial inspection: Preliminary inspection in specific places (temporary collection places of cultural relics) according to the collection list, mainly focusing on issues such as quantity, name and reality.

2. Identification and cataloguing: According to the Measures for Naming Museum Cultural Relics and the Measures for Grading Cultural Relics, the age, official name, authenticity, quantity, texture and other contents of cultural relics are identified one by one, the preliminary grade is determined, and the comprehensive description is made. The cataloguing and naming shall be carried out item by item in strict accordance with the format prescribed by the State Administration of Cultural Heritage.

A large number of duplicate items, reference items and replicas, substitutes and models used as exhibits that are not registered in the general register of collections shall be recorded separately for safekeeping.

3. Cataloguing review: The internal or external expert appraisal team shall regularly review the cataloguing of cultural relics (including the grading of cultural relics), improve the data, and sign for confirmation.

4. Transfer of cultural relics and data: After review, the solicitor is responsible for transferring cultural relics and data to the staff in custody and the staff in the information center. The information center releases data on the Intranet according to regulations and manages it properly. The custodian staff shall use the data as the basis for routine work such as storage and inventory.

Article 4 Cultural relics shall be stored in archives

After the personnel of the collection post hand over the cultural relics to the personnel of the custody post, the custodian shall formally put them into the storage place. At the time of handover, the custodian is responsible for careful acceptance, the quality and quantity of the cultural relics, the comparison between the description and the physical object, and the inspection of whether the name is consistent. The archives of cultural relics in the custody department are mainly based on receiving cultural relics information cards, adding information generated during the storage process, such as restoration, correction changes of appraisal results, classification changes, and changes in the texture of cultural relics. The custodian shall establish archives of collections, compile catalogues of collections and catalogues of first-class collections.

Article 5 Other Matters

The cultural relics appraisal group of Fengxian Museum shall be composed of museum leaders, museum experts with expertise in cultural relics appraisal or external experts, as well as persons in charge of the working departments such as the preservation department. The appraisal team shall be implemented by the administrative responsible person of the museum and adjusted regularly (the duties of the members of the team, the working period, the letter of appointment, etc., shall be specified separately). Each appraisal cataloguing work shall be performed by members with relevant expertise within the group designated by the appraisal team, or according to the actual situation, business personnel outside the group with relevant expertise may be invited to make appraisal suggestions. The identification and cataloguing results shall be validated and preserved by the whole team.

If results of this appraisal are modified in the future, they can be presented at the group meeting, and then the confirmation procedures will be carried out, and the data will be corrected and recorded.

Article 6

These interim measures can be implemented after relevant discussions and administrative approval of the museum. Its basic spirit is to reflect coordination and cooperation, collective responsibility, give play to personal strengths, rigorous academic atmosphere, and improve work efficiency.
