Chapter I General provisions
Article 1: The collection of cultural relics is the basic work related to the sustainable development of museums. In order to further adapt to the development and exhibition needs of the new museum, fill the gap in the collection, constantly expand and enrich the collection of cultural relics, and better serve the audience. At the same time, in order to improve the scientific research level of our museum and standardize the management and activities of the collection work, the management measures are formulated.
Article 2: Fengxian Museum sets up a special "Fengxian Museum Cultural relics Collection team", which is composed of internal and external professionals, and employs relevant well-known experts to guide, responsible for the collection of cultural relics. The group appraises and confirms the price of the collected cultural relics, and then submits them to the museum for discussion and decision.
Chapter II Scope of solicitation
Article 3: Important modern objects related to major Fengxian events, revolutionary movements or famous figures, as well as having important commemorative significance, educational significance or historical value.
Article 4: Cultural relics excavated from ancient cultural sites and ancient tombs of spiritual, artistic and scientific value.
Article 5: Ancient architectural components, stone carvings and murals of value in virtue, art and science.
Article 6: Precious works of art and crafts of all times and modern times, especially important works of Fengxian artists.
Article 7: Important documents and materials of various times in Fengxian as well as manuscripts and book materials of artistic and scientific value in Fengxian.
Article 8: Representative objects that reflect the social production and social life of Fengxian in various times.
Article 9: Contemporary representative articles with special significance, important evidence that can reflect and represent the level of economic and social development of Fengxian.
Article 10: Other cultural relics and specimens that need to be collected.
Chapter III Methods of solicitation
Article 11: Transfer through negotiation, it refers to the purchase method of obtaining the collection through negotiation with the legal owner of the ownership of the collection
Article 12: Donation reward means that the legal owner of the ownership of the collection donates the collection he owns to the museum and pays a certain reward fee.
Article 13: Commercial purchase means the purchase of collections through the market.
Article 14: Purchase by auction means the lawful acquisition of collections through the domestic auction market by auction.
Article 15: Paid transfer refers to the transfer of collections between cultural relics and specimen collection units, while paying a certain amount of compensation funds.
Article 16: Social donation, the specific implementation of the donation in accordance with the Fengxian District Museum Social donation measures to deal with.
Article 17: Other lawful methods of obtaining collections.
Chapter IV Solicitation procedures
Article 18: The collection group of cultural relics can declare the collection plan of the next year at the end of September each year, determine the collection direction and intention of the museum, and report to the museum department for discussion and decision.
Article 19: After receiving the collection information, the special person is responsible for contacting, and timely feedback the information to the museum and the collection group of cultural relics.
Article 20: After preliminary discussion by the collection group of cultural relics, the museum can organize experts to evaluate and identify those who are really needed.
Article 21: After the expert appraisal is correct, the curators' meeting shall make a decision, which means the collection and entry affairs shall be organized by special personnel.
Chapter V Collection authority and use of funds
Article 22: The total price of a single item or a single transaction is less than 500,000 yuan, shall be discussed by relevant experts such as the museum cultural relics collection group, reach a consensus, agreement to collect, and be implemented after the approval of the museum.
Article 23: If the total price of a single piece or a single transaction is more than 500,000 yuan and less than 1 million yuan, it shall first be discussed by relevant experts such as the Museum Cultural relics collection group, reach a consensus, agreement to collect, and submit to the Municipal Cultural Relics Bureau for examination and approval after the approval of the newspaper department; At the same time, relevant experts are invited for identification, and the total number of people is not less than three, including 1-2 members of the National cultural relics Identification Committee. The opinion must be unanimous.
Article 24: The total price of a single piece or a single transaction is more than millions yuan, shall be operated according to Article 23, but shall be reported to the municipal government for record and declare special funds.
Article 25: The collection of funds shall be arranged by the Finance Bureau at the beginning of each year in the budget, and the use of the collection of funds shall adhere to the principle of "dedicated funds and strive for effective results", and shall not be diverted for other purposes.
Article 26: The contents of expenditures in collecting funds include direct expenses and indirect expenses, and the indirect expenses shall not exceed 5% in principle.
(1) Direct expenses, mainly including:
1. Collection acquisition fees refer to the fees paid for the transaction of collections, including reasonable compensation fees for the unwitting holders purchased through legal means.
2. Incentive fee refers to the appropriate incentive fee given to donors or their families in order to encourage private collectors to actively donate their collections to museums.
3 Exchange compensation fee refers to the provincial museum and other state-owned cultural relics collection units for the exchange of collections, due to unequal value, to give the original collection units with appropriate economic compensation costs.
4. Storage fees refer to the storage expenses incurred during collection and transportation of collections.
(2) Indirect expenses, mainly including:
1. Insurance premiums refer to the insurance fees paid during the collection and transportation of precious collections.
2. Evaluation fees refer to the fees required to hire experts of the cultural relics Appraisal Committee for evaluation, demonstration and appraisal consultation when collecting collections.
3. Notary fee refers to the notary fee incurred in the process of collection.
